I have the honour to forward an application from Mr. Bruce Shepherd asking for an increase of salary. Considering the vast increase of the duties connected with his Office, and the highly satisfactory manner in which he has carried out those duties, I certainly am of opinion that two hundred dollars ($200) a month is an inadequate salary, and I may add that my predecessor Mr. Ackroyd agrees with me.
